Brief intro of Free Coaching Scheme for SC and OBC Students:

  • Since the country's independence, the government has prioritized the empowerment of the weaker groups. They are receiving assistance through a variety of plans and programs that are being put in place to help them improve their skills and capabilities in order to ensure quick economic development and integration into the mainstream of the country.
  • During the sixth five-year plan, a program was launched to give students from scheduled castes (SCs) free coaching. Similar programs were being implemented to offer free coaching to students from minorities and other backward classes (OBCs). A combined scheme called "Coaching and Allied Assistance for Weaker Sections," including Scheduled Castes, Other Backward Classes, and Minorities, was introduced with effect from September 2001. This was done in order to ensure effective implementation and monitoring, as well as to better assist the students.
  • In April 2007, the Minority Component was removed from the scheme's scope to accommodate other changes deemed necessary at the time, following the establishment of a separate ministry, the Ministry of Minority Affairs, to handle minorities-related matters. The scheme's most recent revision became effective on April 1, 2016.

Courses for free coaching under the schemes:-

  1. All type of Group A and Group B Examinations conducted by UPSC, SSC and RRB.
  2. All type of Group A and Group B Examinations conducted by State Public Service Commission's institute.
  3. Officers' Grade Exams, which are administered by Banks, Insurance Companies, and Public Sector Undertakings (PSUs)
  4. Premier Entrance Exams for Admission in (a) Engineering (e.g., IITJEE); (b) Medical (e.g., NEET); (c) Professional Courses, such as Management (e.g., CAT); and (d) Any Other Such Disciplines, as Ministry may update from time to time decide.
  5. Exams or tests for eligibility, such as the SAT, GRE, GMAT, IELTS, and TOEFL.
    Tests for admission to CPL programs, the National Defence Academy, and the Combined Defence Services.

Eligibility criteria for students to avail the scheme:

  1. Only students from SCs and OBCs who have an annual total family income of Rs. 8.00 lakh or less are qualified for benefits under the Scheme.
  2. SC/OBC applicants who are members of a minority community must submit an application through a similar Ministry of Minority Affairs program.
    Income declaration for parents or guardians who are self-employed must be made on a Income proof certificate issued by a revenue officer who is serving at least the rank of tehsildar. Employed parents and guardians are required to submit a consolidated certificate from the revenue officer that includes any additional sources of income as well as an income certificate from their employer.
  3. Benefits under the scheme are only available to candidates who have passed class XII or are currently enrolled in class XII as of the date of receiving the benefit under the scheme for competitive exams for which class XII is the qualifying exam. Students must disclose their class X grade point averages on their application forms.
  4. The student's class X exam marks will be taken into consideration when determining his or her eligibility and determining inter-se merit. Students who received less than 50% in their class X exam will not be taken into consideration for the program.
  5. In addition, only students or candidates who have successfully completed a bachelor-level course or are enrolled in their final year of a bachelor's degree program at the time of receiving benefits under the scheme are eligible for competitive exams for which the qualifying exam is at the bachelor level.
  6. The applicant must declare in the application form what grades they received in class XII. The student's higher secondary examination marks will be taken into consideration when determining his or her eligibility and determining inter-se merit. Students who received less than 50% in their class XII exam will not be taken into consideration for the program.
  7. No matter how many chances they may be allowed to take in a particular competitive examination or how many stages there are in the exam, a student may only receive benefits under the Scheme a maximum of twice. The student will have to certify that they haven't utilized the Scheme's benefits more than twice.
  8. The candidate must make a declaration to this effect and will not be permitted to participate in any other coaching programs run by the federal or state governments. To prevent candidates from receiving benefits from similar coaching programs at the same time, a list of beneficiaries will be shared with the States and UTs and uploaded to the Ministry's website.

Important Faqs Free Coaching Scheme for SC and OBC Students :

  • Q1.  When participating in the Scheme, How much of a scholarship can I expect to receive?
    (a) Course Fee: The candidate must upload the total fee paid by him or her to the institute online, along with a relevant scanned copy of his or her passbook indicating payment of the sent amount to the institute, and a certificate from the institute stating that he or she has enrolled himself in the course. This payment must be made through DBT in a single instalment to be released within two weeks from the date the candidate uploads the total fee paid by him or her to the institute online.
    (b) Stipend: After the coaching period is over and the exam for which coaching was received is taken, a monthly stipend of Rs. 4000 will be released to each student through DBT in one installment. The student must upload his exam hall ticket and self-certification that he passed the exam and finished his coaching in order to claim this. The student will lose his or her right to the stipend if the exam is not taken within a year of the coaching's conclusion and appropriate documentation is not provided in that regard.
  • Q2. What rules must an income certificate adhere to?
    Ans. For income certificates, the following rules must be followed.
    Parents or guardians who are self-employed must declare their income on a certificate that has been issued by a revenue officer with at least the rank of tehsildar. Employed parents and guardians are required to submit a consolidated certificate from the revenue officer that includes any additional sources of income as well as an income certificate from their employer.
    The validity of the income certificate on the application submission date can be verified by applicants. The certificate should have been issued recently after 01.04.2022 if no validity is specified.
  • Q3. What rules must be followed when obtaining a caste certificate?
    Ans. In the case of SC students, the certificate must have been issued in the applicant's name by the state government's appropriate authority. For OBC students, the certificate must be issued by a State Government agency in the applicant's name and must be current at the time the application is submitted. The certificate should have been issued recently after 01.04.2022 if no validity is specified.
